1. Print
2. Glue page one to one side of the inside of a manila file folder.
3. Cut out letters on page two.
4. Laminate all.
5. Place hard velcro on blank spaces next to letters on inside of folder.
6. Place soft velcro on letters.
Can be used as an independent work activity or an instructional tool....
